Sorry you can’t understand that we are failing to provide tens of thousands of students with the opportunity to achieve in English. Not “mess up” bilingual? Ha!. What controls does the state have over the quality of teachers’ with a BCLAD? Not much apparently. I know a dozen teachers who are far from academically literate in Spanish who possess such certification and many, many more who are native Spanish speakers that do not have English skills (written or oral ) of an eighth grader. Why don’t schools know what structured immersion looks like? Well in addition to my prior references to the inadequate (that’s putting it kindly) Ed schools, peruse the CDE website and try to find any links in their ELL programs to quality SI strategies or curriculum. All you’ll find is bilingual, bi-cultural blather and oh yes dual immersion which is bilingual education with a new name. Begin with 90/10 Spanish gradually switching over to 50/50 in fourth grade. I can’t tell you the heartbreak of the fourth graders who don’t even know names of letters or their sounds and have fluency levels of first graders. Of course their vocabulary is negligible leading to comprehension levels that make their teachers believe they have disabilities. And they do-brought people like you and JKM who would place ideology above actually giving these students a chance to succeed. As I have already posted twice, these students have extreme deficits in their home language that preclude “developing literacy skills in their home language to high levels.” How “quick” do you suppose they will acquire enough skills to learn English? Oh, I hope this isn’t too long for you.
