Ann,

I am surprised that in your search for information on SEI programs and instruction you have not visited my SDSU Teacher Education website titled Dr. Mora's CLAD Website. On this website you will find a thorough discussion of effectives programs and strategies for teaching ELL in all types of programs. I have developed a model of instruction I call the 4X4 thematic instruction model that prepares teachers to differentiate instruction for students with different levels of language proficiency in the four language arts skills (listening, speaking, reading and writing). My website has had 1.8 million visitors since its inauguration and averages 1700 visits a day. I say this not to toot my own horn but to point out that we have expertise in this area is that is, at best, underutilized, and at worst, marginalized and ignored. I do not put "ideology" above the interests of ELL. I advocate for effective teachers, programs and instruction for all ELL, whatever their program placement. There is not a lack of information on how to address the instructional needs of language learners, but there is a great lack of political will and commitment to doing the very best for these students in our public schools. Ideology aside, the research and our years of practical experience confirm that bilingual education is an effective and valuable option and should not be restricted or denied to those school communities who have the desire and the means to implement it effectively for the benefit of their children and youth.
